The simple answer is NO. Unless it is specifically stated in the product’s description that it is IN BUD/SPIKE, assume that it is not currently in bloom
If an orchid is described as MATURE SIZE, that means it is old/large enough to bloom in its next blooming season (within a year)

A clone is an exact copy of the parent orchid from which it came—the flowers, shape, and all other characteristics will be identical to the parent. Clones can be produced in several ways—mericlones are mass-produced by a complex process of tissue culture, clones of Phalaenopsis called “stem props” can be produced by a process called “stem propagation,” and divisions are simply made by dividing large plants into smaller-sized copies of the parent plant.
Seedlings, as the name implies, have grown directly from seeds produced from a hybrid cross of 2 different parents—one plant provides the pollen, the other plant’s flower is pollinated and produces a seed capsule. Because each parent contributes half of its genetic information (DNA), each seedling will be unique—there can be considerable variety in the progeny from one hybrid cross. It is good to buy a number of seedlings from one cross because they will all be slightly different.

There is no general rule—each orchid has different watering requirements, and it also depends on the type of potting media, humidity, etc.
That said, the number one cause of orchid death is OVERWATERING!
Most orchids should be watered once a week and then allowed to dry until the potting media is almost (but not completely) dry to the touch
In their natural habitat, most orchids are epiphytes—they grow out of the ground on trees—their roots often hanging down in the air (this is why it is natural for your orchid to send roots out of the pot into the air!)
Orchids do not like their roots sitting in soggy, water-logged potting soil; most of our orchids are potted in a bark mix that easily drains and prevents root rot
